Stevron Frey. The decent, honourable member of the Freys: the one who was all in favour of the Freys throwing their weight behind the Starks and Tullys without extracting any concessions at all, as they were technically honour-bound to do (as Tully bannermen): the one with whom Robb could have made amends and prevented the Red Wedding, because if Stevron had been in charge, Robb would never have been contracted to marry a Frey at all. He even gives sound advice at the post-Riverrun conference: let the Lannisters and Baratheons go to war first, exhaust each other, and then pounce on the weakened Lannisters if they win (or extract concessions from the weakened but victorious Baratheons if they win.)

I must admit I've always wondered if Stevron's death was murder: it was said that the wound he took at Oxcross was actually NOT thought to be serious, but he was found unexpectedly dead in his tent three days later. It is implied that his death was not necessarily the result of the wound itself: but was it a combination of the injury with old age (a younger person would have survived - of course Stevron comes from a long-lived father but Walder no longer leaves his castle), or was he poisoned? And if so, who by? His own family members jockeying for position is a possibility, but so is the possibility of long-distance interference from Tywin or Roose (possibly with the assistance of their own pet branches of the Freys - any relations of Genna Lannister + Emmon Frey, or some of Fat Walda's near relatives.)

And for making one thing happen: Bran to actually be able to speak about the incest he witnessed, rather than losing his memory of the incident. So that Robb knows, and himself sends messengers out from Winterfell to the whole kingdom even before Ned's death and Robb's own march south: and declares, in advance, that he's backing Stannis at once. Those who disbelieve, continue to disbelieve, so Ned still dies: but the result is that Stannis is ready to declare for the throne right away, before Renly's plans are in motion, the moment Robert dies. Renly would then probably not dare to make his own military move: most likely he'd re-jig his plans, request to serve as Hand under his brother, and then possibly work towards having Stannis assassinated "by a Lannister sympathiser wanting revenge" after the Lannisters were beaten (or try to have him "fall in battle" in the moment of victory.) The North would never declare independence but would be backing the Baratheons unequivocally - Tywin would be beaten in the field, and one or other of the legitimate Baratheons would sit the throne.

(And with the fact of backing Stannis, even Robb would know there would be no point in looking for any help from Balon Greyjoy since it was Stannis who played the biggest part in defeating Balon's last rebellion. But he wouldn't need to look for help there.)
