Varys will use the disguise in later books as well. Varys and Illyrio are speaking about their plans here, discussing, amongst other things, Renly's original plans for Margaery Tyrell, Daenerys' pregnancy and the Dothraki movements, and Neds progress in discovering the truth about Jon Arryn's death.
