The Iron Islands are on the wrong side of the continent to threaten the Arryns, they would either have to sail around Westeros or cross the Riverlands, same for the Arryns. If Greyjoys raid the shores they might be able to sack Gulltown but to journey into the Vale itself would be suicide--they are outnumbered at least 2:1 and have less experience with conventional land warfare. Maybe they could mobilize the mountain clans? If the Arryns tried to take the offensive (with what fleet I don't know), they would get rocked on the water. The Arryns are quite rich, far more so than the Ironborn. Could they hire a large enough fleet of sellsails to defeat the Iron Fleet (assuming they financially ruined themselves?). Maybe, they are also relatively close to Essos if the need sellsails from there. If we're realistic the Ironborn never reach the Vale in large numbers because they have to pass Dragonstone.
