Wmarshal
I find him a poor master of Whispers, he gets nothing of real note and face value information. Better Master of Torturing( If that is a thing) to me. What do you guys think?
Ziggy Targdust
Well, He is a Cersei hire. He might be one of her best.

Good Guy Garlan
I think he's decent enough. I mean, he's no Varys but then again the Spider set the bar pretty high as far as that position is concerned

Bright Blue Eyes
He isn't very interested in the job, preferring his "other work". By the way, Varys was barely better. He only disguised his lack of knowledge better. There are limits to what you can achieve with the given technology and manpower.

I admit, Varys plots show lack of information do to his birds reaching him on time. Though in kingdom information seems to be vey strong. The best at the job I would say is Brynden, mostly because being a wizard would help a lot.
Good Guy Garlan
Meh, all his information I could get from a bar, should I make Davos master of Whispers? Davos should get all the titles, to be honest :p But you have to give Qyburn credit. I seem to recall he found out about the fate of Arianne's co-conspirators (and I bet Doran tried to keep that under wraps) and he was very suspicious about it, but of course Cersei dismissed his concerns. Someone smarter than Cersei could have used that information to realize Dorne was plotting something

Actually, Varys' information focused on Kings Landing itself and what rumours arrived along the trade routes. To the rest, he was pretty much oblivious. No news from the North, the Vale, the Iron Islands, the Riverlands, the Westerlands or Dorne. And what arrived from the Reach and the Stormlands were pretty much official declarations. We only see him report information to the Lannisters, yes it was his job, but the main point he was not meant to do it well for them. Under Aerys he Rickard's plot as well as Rhaegar's. And Rhaegar, if his plot existed, lived in the Red Keep itself.

Blazfemur
Now, Ramsay, on the other hand, if you gave him the proper training, with his skill set, he'd make an amazing master of whispers... in a similar, but better fashion, of Qyburn.
