WarLord
If gunpowder somehow finds it's way into Westeros who do you think will invent it?Which house or Lord will take maximum advantage of it? Also what will be it's impact both militarily and politically on the Seven Kingdoms.
BRANDON GREYSTARK
The Reach is the center of scientific ,religious and occult studies and it has the largest trading port.
JonCon's Red Beard
Maybe Valyrians did, and as the had Dragons... boom.
Lord Reaver
If gunpowder is discovered, it'll still be hundreds of years before someone manages to think of using it as a weapon. And hundreds more before it's anywhere near being effective. And that's comparing to our history. Westeros seems to have a glacial speed of technological progression. Sir Lee knot
In Westeros, most likely the Reach. In Essos it could be Braavos or Asshai.
Trickrs
Is gunpowder already refined, which cannons and firearms already developed and master instructor to train troops in firearm warfare? If no, meh. It's just noise, or highly unrealiable.
White Ravens
Westeros is stuck in medieval times so the development and application of gunpowder as a weapon would fairly ruin the story.
WarLord
Anti Aircraft guns could be effective against Dragons.
Ziriath
Maybe Citadel already has it, they just do not introduce it to the world. I think of it's recepture as one of the possibilities of what Jaquen/Alchemist wanted to find there.

Pod The Impaler
Unexpectedly half way through A Dream Of Spring, the descendants of Bran the Shipwright return from across the ocean with gunpowder weapons (muskets and cannons), and brutally subjugate both Westeros and Essos. Har !
KINGpanther
Likly Dorne would create it but the Reach would steal the plans and introduce it first. I'd like to see the Iron Fleet armed with cannons too.
Minstral
What if the combatants of the WOT5K had access to space age weapons, and bio armor that acted as an extension of their body and power armor? Why the Battle of Blackwater would have looked like.... And the fights between the Starks and Lannisters would have been like.... And Bran would be able to find the shade of his father in the memory of a thought of sentient white growths possessed by programs based on dead mutants that put their minds into other beings. Wait, we don't need Westeros in space for the last bit.

Bran = God Emperor of Mankind Arya = Warmaster of the Imperium.
