Osha/Rickon/Skagos?

skagos is the safest place to find in the north for rickon.

the skagosi are bannermen of the starks, they have no ties to the boltons or any other house, neither in the north nor elsewhere. there is no reason for them to betray rickon. it is also almost impossible for bolton (or anyone else) to get rickon by force. anyone who tries has to land his forces on an island that even the best sailors avoid, because it is so dangerous to land. and even if someone would land there he might have to fight the skagosi on their own island, which should be hard and skagos most likely offers some good places to hide.

we don't know if cannibalism is really practiced there. it seems like there was once, but as skagos is extremely isolated and it might just be a rumor. maybe the starks have put an end to it (just as they put an end to flaying), this might be a reason for the skagosi to have great respect towards the starks.

There is no proof in the books why they went there. Probably more an act of desperation to get away from Bolton's men. And winter is coming, here. There has been much mention of the lack of harvest all through the realm. Cannibalism is going to be widespread soon. Enough to make the skag seem like vegetarians.

In ADWD there are several mentions of recent wrecks on the shore of Skagos. Probably from the storm that scattered Sallador Saans deserting fleet.

One theory goes that Rickon & Co. were on one of those wrecks in an attempt to make tracks from Westeros. The fiasco was witnessed by Wex who was on another boat. That's how he knows that they landed on Skaagos and ended up in White Harbor to mime the tale. (since some of Saan's ships limped into WH after the storm).

This seems the most likely possibility.

One other thing I noticed: Roose says to Theon, "Only heart trees ever see half of what they do on Skagos." Bran has already had a vision of Shaggydog. I think Bran's perspective will become very important when Davos arrives on Skagos, perhaps even "whispering" to Osha, telling her to trust this man and go with him (he can also see and hear Manderley praying before the weirwood for his "liege lord", Rickon).
