Interesting character: yes.

Political mastermind: short-sided (read: undermines the cultural cornerstones that hold the Westerosi political system together [RW, having the Mountain kill Elia which immediately ruled out a number of possible compromises, chooses like many others to march to war without asking to negotiate which is exactly what caused WW1, alienates his most politically able son)

Military commander: As far as I know, Tywin is never shown to be a personally formulating and then leading a successful battleplan. He's not a commander, he just listend to the Adam Marbrands that were under him. His notable accomplishment was the razing and war crimes committed in the Riverlands. So, eh.

Sorry, but this and the many posts like it can only come from an extremely shallow reading of Tywin. It leaves out all the context of his decisions and even gets facts wrong (we see Tywin plan the Green Fork in AGOT, and the World of Ice and Fire has revealed that he won two pitched battle against the Reynes/Tarbeck, leading one of the charges himself)

The Green Fork was a strategic loss. He was successfully tricked.

He lead the charge, but did he formulate the plan? Did he make key decisions that changed the course of battle? Maybe, but I'll wait till the World of Ice and Fire comes out.
