Hype_Train_Conductor
I vote that Wyman Manderly is the most underrated character in the story. Every other character views him as nothing more than a fatass, but he is so much more. He is coniving, but for the good guys; he is bold, having his enemies eat each other; he is awesome, delivering some empowering speeches that get the blood riled up. But most of all, he uses his identity as armor; he's fat, he knows it, but he uses it to his advantage. He meets with people when they think his in the bathroom, and if you're a believer of the Grand Northern Conspiracy, he's orchestrating a pretty massive Coup. James Steller
I'd say Wyman as well. Though Samwell Tarly is pretty underrated too. Nobody would be quick to praise him, but we have to remember that his cleverness allowed Jon to become Lord Commander. And Tyrion is still underrated most of the time by the majority of the other characters.
dread pirate davos
Surely little finger, every one thinks he's a friend and trusts him and no real threat since he has no solid.power base so to say. Yet he's probably the most dangerous man in westeros.

People know Littlefinger is smart, and conniving. Some might be less aware of HOW conniving he is, but nobody would just dismiss him.

However, Wyman flies completely under the radar by everyone who he isn't in cahoots with.

Not saying they have any other similarities, I just like characters who look more harmless than they are, and get underestimated, and then surprise you, while STILL being as they are!) I'd add doran to the list a well, even his own daughter thought he was weak.

However, Wyman flies completely under the radar by everyone who he isn't in cahoots with. Not by everyone, though. The Freys mistrusted him completely to the point of bribing his household and they accused him of the pie thing
James Arryn
Varys. He's so suspect, people have stopped suspecting.
Thanos Targaryen
I'm going to say Jaime. The universal contempt for him as the Kingslayer, and that Cersei thinks he's an easily manipulated idiot that she can push in any direction she wants, is kind of allowing him to operate in a manner that no one thought he was capable of. A man that no one likes, that most openly hate, yet in possession of great power that comes from being LC of the Kinsguard, kind of forces others (Freys, Riverlanders, Brackens, Blackwoods) to do what he orders them to do. Tullys surrender Riverrun, Freys give up hostages from the RW, Brackens/Blackwoods make peace and offer up their own hostages, all because they know what the Kingslayer will do if they don't listen. He's the most overrated. Everyone still views him as this fearsome swordsman who could kill everyone with his left hand, but he's not. His power and authority comes from deception and bluffing
Thanos Targaryen
You missed the subtext of the entire epic then. Power resides where men believe it does. Jaime might be half-bluffing or resorting to an intimidating reputation that he's no longer physically capable of fulfilling. But his plan is working and he's successfully been flanking those who aren't willing to challenge him.
Boarsbane
Mace Tyrell. I don't think he is underrated but despite being the most powerful lord in the series he commands very little respect.
MyLittleFinger
Queen of Thorns? Only Littlefinger ever seems to have grasped who and what she is. Everybody else seems rather blissfully ignorant of the old tiny lady with the sharp tongue. They all hate her and think she is an annoyance, but nobody really seems to understand her power and influence other than LF. I guess we could throw out Theon too. His family looked down on him and his father sent him to reave peasants. He pops up and takes Winterfell and also helps end the Tallhart line. Robb while his friend scolds him for saving Bran's life and he's never counted among the list of Robb's commanders despite being essentially his left hand man and confidant. Looked down on by basically every single person in the book other than Dagmer, and that's before his maiming.
