If it's just the two of them without any special weapons, it's more of a toss-up. Tyrion would be infinitely more vicious and willing to harm Bilbo, but Bilbo is probably a little more agile than Tyrion. Wouldn't go as far as to say hobbits are shot at fighting, Pippin killed a troll, sam was pretty much the only person hobbit or otherwise to defeat shelob. Tyrion may be the better warrior, but I am going to have to go with Bilbo. His sword would slice through Tyrion's armor while Tyrion's axe would be stopped by Bilbo's chain mail. Still, if he has the one ring, yes Bilbo would win. If it came down to riddles, Tyrion would win. He'd also bitch-slap Gollum into another story-world. Actually, now that I think of it, Tyrion would win because he would make the generous gesture of offering Bilbo a meal or something to drink before the fight. And of course it would be poisoned.
