Ha! I literally just asked Syv that very question earlier. Yep. It applies to any territory, even outside of the Crownlands.

It applies to any territory colonized by a player from the Westerlands or Crownlands

In celebration of the fact that everybody likes Gold (and dragon eggs, if applicable), House Wyndseer throws a tourney at Pebbleton - which shall be called The Tourney of Unexpected Additional Income.



The events shall be:



Main event: The Golden Joust - an exquisite, yet somewhat peculiar, version of standard event - the participants will compete with lances from solid gold. The winner gets to keep his lance (although it might be a little bent - gold makes for piss-poor weapons), worth 4 Gold. Open to all, male of female, above 16 years of age.



The Gold Dive - 2 Gold shall be thrown into the waters of the small lake at Pebbleton (which we call Pebblelake, due to lack of imagination) - after which the participants will dive for it and the winner will keep it all. Open to all, male or female, above 16 years of age. Please bring your own snorkels.



The Melee - just an old-fashion, last-man-standing, beat down. The winner will receive a golden dagger, worth 2 Gold. Open to all males, above 16 years of age.



House Wyndseer participants:


Joust - Rurisk, Burrich, Fitz


Dive - Rurisk, Burrich, Fitz


Melee - Rurisk, Burrich, Fitz

How the hell does that make sense... it only applies to territory in the west or crown lands, I thought that was a given

Also good to know the rules for gifting territories were changed otherwise they'd be changing hands left and right ;D

On the territory thing, the reason the penalty applies to any colony started by a Westerlands or Crownlands player is because Fearful Smallfolk is their inherent regional trait. Each region got inherent traits, and then bonus traits which were tied to the land itself, that anyone could use if they colonized land there (gold mines in West, farms in Riverlands, trading posts in Vale, and no embarkment for Iron Islands). The only exception was Blood Of Old Valyria, which was the only bonus trait that is not available to anyone who takes land in the Crownlands (only to players whose capital is there).

The inherent traits don't get transferred just for picking up land in a given region. Otherwise anyone sacking or conquering outside of their region would end up with a big mixed bag of traits.
