Bush actually made a decision or two on his own (woe to the nation when that was the case)... Bush wasn't really loved by the people... He was a rebel, and a great militar. He had the probability to be president but he didnt want. He was killed by someone who was his ally first. You may not know about him. Yes, he overthrew the legitimate government easily enough, but the administration of ruling the kingdom with so many different factions vying for control was his failing point. Unlike W, he didn't show any public or private expressions of religiosity and was a serial philanderer. He became a heavy drinker, whereas W stopped drinking long before getting into the white house. Even though he was writing AGOT during the Clinton years, GRRM sat through the farce that was Bush 41. Tywin Lannister is 100% Dick Cheney - the REAL "hand of the king" during 41 and 43.
