Minstral
The new book goes out of the way to mention that Baelor had thought of a potential war with those that did not follow the Seven. Since this obviously would include the North, does anyone believe that Cregan or house Stark managed to influence the court during the Old Man's reign, perhaps [s enough that they colluded with Baelor's uncle? Lowborn
I really doubt Baelor had any deeper political motivations behind his war plans than his religious fervor. We don't know if Cregan Stark was still alive at that time, and after him there seems to have been a relatively quick succession of Stark Lords implicating a tumultuous time. The North probably didn't have time to integrate themselves with the Southern court while dealing with Skagosi, Wildlings, themselves or whatever they were fighting.
