Should brothels be banned?

Stannis wanted them banned because in general, it is a vice. He dislikes vices as much as his brother Robert liked them.

This is not a R'Hillor thing, I think, since it would seem they are not prudish about sexuality, unlike the Faith of the Seven.

Maybe Robert liking vice is the reason Stannis dislikes it so much.

I think its a little misleading how the prostitutes are portrayed in the show and in the books. They are shown as very sexual, attractive, and "fun loving" types. However, prostitutes in the real world ( whether middle ages or today) I have heard are very unhappy, sad people. In the middle ages they were probably crawling with disease after one year or so on the job.

Prostitution isn't always portrayed as a good thing in the books. Shae mentioned once that she became a prostitute to escape from her father, stating that he molested her constantly.

Then there was Tysha, who was not really a prostitute but was gang raped by Lannister guards because her father in law thought she was.

Prostitutes are frequently abused by their clients in the books, either with outright rape or with being beaten.

As for the main point, yes brothels should be banned.

I think banning brothels in Westeros would just lead to an increase in violence against women.

Take them under the crown's control. Charge an admission fee for anyone entering, as well as a fee at the end of a month for every whore that chooses to operate there. The crown takes no control over the prostitutes or their services, and merely draws funds the building and staffs security.

Regarding STDs, they don't seem to be prevalent in Westeros. There is some odd comment here and there about some prostitute transmitting "the pox" to someone here and there, but Westeros doesn't seem affected by stuff like syphilis or AIDS. Known whore-mongers don't have any STD and, from the other side, Arya doesn't even mention STDs being an issue during her time at the Braavosi brothels. So, considering King's Landing already smells like a sewer, I think the Small Council had more serious matters at hand regarding public health.

I like this. Turn prostitution into a guild, but under crown's control. Offer a pension when the women grow older, offer care/schooling for children (start of free public schools?) create a guild-like hierarchy, where women may organize themselves, protect themselves from people like LF. It would make the crown money, put people like LF out of business, offer some protection when STDs do hit.

Yeah, I don't think the noble houses care much about really helping the poor, apart from throwing them a bone here and there to keep them quiet (Tyrells). They would never do anything like pensions or even free education because it would undermine their wealth and power

Prince Daeron the Drunk and Tygett Lannister are both recorded as having died from an STD, so we know that "the pox" can be fatal, but it doesn't seem especially virulent and most people don't spend their time worrying about it. And since banning prostitution does not actually make it go away, it wouldn't make any difference for public health. In fact it might make it worse, since banning all prostitution would make it impossible for authorities to specifically target individuals who are spreading pox, as we see Randyll Tarly do at Maidenpool.

Indeed. There's a reason such services only get created in democracies. I think it's less that such things would undermine the nobles' wealth and power, and more that they simply have no incentive, because they've got good education for their own children and security in their old age, why care about anyone else? Why go through the huge logistical hurdle of setting up, funding, and managing such systems when there's nothing in it for them?

I don't think you understand how prostitution works.

Depends on the prostitute. Some prostitutes work under very exploitative circumstances where they are controlled by a pimp, have no say in who their clients are or what their clients can do with them, and have all their earnings confiscated. Others are freelancers who don't have a pimp and are in complete control of what clients they accept. And then there are some who fall between those extremes to varying degrees.

Depends on the prostitute. In Westeros, I'd agree. For your 5 dollar hooker taking whatever she can get on the street, I'd agree. For a high dollar "escort" service, I'd be inclined to think they are allowed a certain comfort level.
