TimJames
In the series, there are a lot of characters. Some are almost always good and moral, many are morally ambiguous and occupying a grey area in the good/evil spectrum. Than there are come characters who are flat out evil. But even the evil characters have moments either in-story or in their past which make you feel a little bit sorry for them. One example is Shae, more specifically when we learn that her father molested her.Now you list examples of when you felt sorry for villainous characters. Ser Cold Fingers
As every character that I give a hoot about has transformed throughout the series...I don't really know how to answer this. Right now, I feel awful for Brienne because she is viewed as a villain to Stoneheart...and Jaime really has made a 180. Those are the characters I have the most sympathy for. Also...GRRM for writing Daenerys last chapter. There are things happening to a woman in that chapter that to one wants to hear about.
Good Guy Garlan
Hmmm, this is a harder question than I would've thoughtWell, Cersei during the Walk of Shame of course. Lysa and Sweetrobin. Mance Ryder, because the guy lost everything.Theon and Arya, if they count as somewhat villanous.

The silver dragon
Cersei is the only answer. Cersei has maybe about one redeeming quality and it's love to those who are similar to her (although considering how she treats and Jamie after hand loss not much love apparently) and this one Quality could be seen as narcissism and selfishness soooo :dunno: no sympathy for her in my opinion. her head deserves to be throw on a spike not sympathy. SeanF
In retrospect, I suppose I feel a little sympathy for Viserys getting his crown of gold, and a very tiny degree of sympathy for Kraznys getting his eyeballs running down his face. King of Vaes Tolorro
Gregor Clegane, and here me out: He is a monster, and a beast, yes. However, he is also a damaged individual. His height, his size, while good for him physically, cause him head aches. He is in mental pain. This does not excuse him of his crimes. Its just another example of what happens when nature messes with humans.
JonCon's Red Beard
Viserys. He was just a kid when he was exiled and evicted, and somehow, he managed to keep himself and Dany alive.
TimJames
Was Mance ever villainous? He's a Night's Watch Deserter, and the story seems to use that as a shorthand for evil.
Good Guy Garlan
Was Mance ever villainous? He's kinda sorta portrayed like one, especially after Mel glamours him into Rattleshirt, I think. I guess the more accurate term would be antagonist
Isobel Harper
Cersei during the Walk of Shame. (I'm not sure how I feel about her anymore. I pity her, but I still dislike her.)Theon after the UnCision. Viserys after a time, especially after some of Daenerys' later POVs of him. I remember most of all Dany's memory of him having to sell his mother's crown just so they could eat that night. I can't imagine being able to keep myself alive at 8 years old, let alone my baby sister. They were housed for a time with Willem Darry, but were still thrown out of his home at an early age.(Not everyone will agree with me but) Stannis. He could be a capable ruler, but his heart (and now his mind) are not in the right place. He will be the unintentional villain.
imaginepageant
Everyone but Ramsay, really. When we started getting Jaime's POV, my opinion of him immediately changed. I did feel sorry for him, even before he lost his hand; it was so obvious that he truly loved Cersei, and that love was impossible, yet he gave up so much to keep as little as he could of it. And I doubted even then that Cersei loved him in the same way, and in being somewhat unrequited it became even more tragic. That aspect of Jaime's character alone made me start to love him, when I'd hated him throughout the first two books. I don't see him as a villain at all now, though he was pretty plainly painted as one at the beginning.
alayne-stone-cold-fox
i think most of them to be honest thats what makes the villianous characters great, they arent just 'in it for the evulz' and they have reasons for being the way they are. Not that it excuses any of their actions, like with littlefinger, lysa and cersei etc, but i can still sympathise with them all a little bit.
