He's just making a Chuck Norris joke, and replaced 'Chuck Norris' with 'Stannis'. Since the Horn of Joramun is thought to be the horn that 'wakes the sleepers', Stannis sleeping well when somebody blows it, makes him a Chuck Norris-level badass.
