What do you do? Refuse and take the punishment, flee? Situation 2. You are ordered to kill Eddard Starks septa as an Lannister soldier, Situation 3: You are member of house Bolton and are ordered to kill north men at red wedding. Make new situations if u want. In situation 1: You could claim that you have killed the child, but in truth you have just moved the child to an other family\place. All my life I've obeyed the Boltons and based on their history I have reasons to tread especially light around them. So if they tell me to kill Northmen, I'll probably do just that, and suppress my guilt into alcohol and sleepless nights. Or maybe I don't feel any guilt. Because if I didn't I might be arrested, put in prison, executed etc. The other option is to flee the city but that makes me a deserter and if they catch me, I will be arrested, put in prison, executed etc. If I weren't able to obey this kind of orders, I shouldn't have joined the City Watch. If the baby is in front of me, all I can do is refuse and be punished. Whereas if I know in advance I could send warning and have the child hidden or even swapped with a child that died of natural causes (there's probably unfortunately many in fleabottom). With the third scenario I probably kill Stark men. I'm a mushroom, kept in the dark and fed bullshit. For all I know the Stark were moving against my lord.
