Why was Ser Hugh knighted?

I, like many others have always assumed that Cersie arranged this as a reward for poisoning Jon Arryn, but it's just occurred to me that Cersie had nothing to do with Jons death, it was Lysa. So why was he knighted? He's not a good fighter (Ned remarks how Jory Cassel is 100 times the swordsman). Is it possible that Jon Arryn shared his suspicions with his squire and Cersie bought his silence? Did Littlefinger arrange it to cast any suspicions on to him? Or did Robert really knight him in Jon Arryns memory? In which case who bought him his fancy armor?

Robert did so in an act of sentimentality. There is no real mystery.



"Hugh was Jon Arryn's squire for four years," Selmy went on. "The king knighted him before he rode north, in Jon's memory. The lad wanted it desperately, yet I fear he was not ready."



I dont even think the armour is that much of a mystery. Arryn would have left him something in his will and he was the squire of the Lord of the Vale and the Hand of the King. He was bound to have came from a noble family.
