Much of the region is mountainous and thus it would be difficult to farm, build etc. Also, it would no doubt require a large army and a great amount of supplies given the size of the region and its unpredictable nature. You have a army of 20 000 battle tested men stationed in Asshai and decides to lead a attack on the city.
