Gasp of Many Reeds
Since most Free Cities forces appear to be mercenaries, I imagine their military technology is an amalgamation of various influences. I would guess the model for Free Cities native forces would be most likely to be 10th-12th century Italian city states, with a post-Carolingian Germanic influence in northern inland states such as Norvos and Qohor and perhaps with a bit of a Byzantine influence in the south. Shipswise, I'd be guessing oar-sail combo galleys, rowed by slaves in the south and by free men in Braavos and Pentos (which we learn in TWoIaF was recently forced abolish slavery by Braavos).
