Rickard Grymes
I was wondering how on earth he could possibly suspect that they wouldn't be able to find Bran and Rickon. He carries a bag full of their clothes and a flaying knife, and suggests Theon killing the miller's boys. The whole thing seems very odd - Ramsay doesn't seem to be so circumspect, planning forward hardly matches his style, if you ask me.
Ser Harly of Southwell
Perhaps he also brought it along to flay the real Stark children if they were found...
Silvana
I don't think it was meant to be a plan. He might have brought it in the event that 1) the Stark children were found, and he wanted to punish them or 2) he was preparing himself for the possibility that they could not be found and he would flay innocents. However, it seems far more likely that he had his flaying tools with him because he often would; flaying is somewhat of a hobby for him, after all. Yup, the guy behaved craaazy, so I believe this. OTOH Im wondering if he wasnt afraid that Theon will unveil this all Reek-Bastard situation, because it was weird he flayed people also when he 'was not' Bolton
