For people that are paying attention, all of that is enough for their character to stick. Not saying it's impossible to recast him, I'm just saying that there would definitely be a non-trivial number of non-book readers that would notice.
He said to Ned "the gold cloaks are yours" if I remember correctly. From the show, he seemed more as the leader of the gold cloaks, rather than an identifiable character. But then again, his character doesn't pick up steam until CoK anyways.
I'm not suggesting a recast, I'm simply saying I believe non-readers would not even notice. My friends had no idea he was rewarded Harrenhal because the scene focused more on Sansa's plea. I think the show would have done better by having 2 characters talk about how he was rewarded Harrenhal, then talk about its stories with Aegon's conquering and then how it is haunted.
