I feel sorry for the following characters: -

1. Old Nan; poor harmless old lady, she didn't deserve to see the supposed corpses of two boys she nursed/knew from infancy flayed & put on display & then be taken captive by the Bastard of Bolton. Poor Old Nan

2. Tommen; he's such a nice kid, but with all that is going on I worry he won't survive long...

The only characters I feel sorry for are the smallfolk.  They are the only ones who really reap all the consequences available in Westeros, while having nothing to do with anything.

"Well, if I were Your Miss Westeros, I would want world peace....Good will towards all men...."

Sansa because she is just a pawn for everyone although it angers me she doesn't just stand up for herself or disagree. Stop being a proper lady all the time. Brienne because of people constantly making fun of her for the way she looks and for being different.

Tywin Lannister
Evil but great man and great leader but like Ned
the way he died made me sad. Killed by his own son

The dusky woman, Pia, Lollys, Sansa, Lysa Tully, the Frey women. Victarion´s wife. The Clegane women, All the nameless girls Ramsay hunts down.
Westeros has a terrible history of sexualized violence and/or humilation against women and girls

Edmure Tully
The guy cares for the smallfolk and is universally despised as being too soft.

Sam
Son of the most awful father basically ever

Jeyne Westerling and Jeyne Poole
Betrayed by her own mother/ Forced into prostitution and a forced marriage to a monster at a most tender age

Davos/Catelyn
Losing four sons in one day.../ your family in a short amount of time

I feel sorry for a lot of characters but especially these -

(1) Arya Stark - she has gone through so much at such a young age
(2)Sansa Stark - Same as Arya but probably worse as she is trapped and is used as a pawn
(3) Catelyn Stark - Lost her whole family in a short space of time

A note about Viserys:

Bottom line, he threatened Dany's child. Period. If you're a mother (or about to be) and someone puts a blade to your child, that's it. It's over. I wouldn't have been upset or felt bad for Viserys if Dany had killed him herself after that. It doesn't matter if he's her brother or her husband or Jesus H. Christ, someone threatens your kid and they're the enemy. As we've seen time and again from Catelyn Stark, and Cersei, etc.

And people keep defending Viserys by saying Dany should have saved him because he's her brother. But she's also his sister, and he doesn't save her from anything. He beats her, says he'd let a thousand men and their horses rape her, and (AGAIN) threatens her unborn child. He's had a hard life, fine, but so has nearly everyone in ASOIAF. Jamie Lannister loves his sister too, but I don't forgive him for shoving Bran out a window.

All the kids, even the cruel ones like Joffrey. Yes, there are plenty of other people I feel sorry for - too many to list here. Going through some horrifying, ugly, scarring stuff is hard, but even worse if you're a kid.

Viserys Targaryen - His entire family died before he was 10 years-old, sent into exile with an infant sister, guardian dies when they're both still children and he's left with no money, no support and no friends to beg his way across the Free Cities while everyone laughs at him and calls him "The Beggar King" because he was forced to sell his mother's last possessions.
 and the GOT version of him was perfect and you can totally sympathise him
also Sandor: Burned and Joffery is a little shit

Sandor

Bullied as a child by his older brother who is by all accounts a monster and who has killed his father, sister and burned his face off
Made a "dog", learned to obey the Lannisters without question
Had to serve Joffrey
Is a bitter man full of anger at things he cannot change
Nobody likes him (except Sansa! haaaaa)

There's not a character in the series that isn't pitiable to some degree, but the ones that stick out:

Robb Stark - Most tragic character in the whole series.  He was thrust into the conflict way too young and held too many responsibilities for a young boy who was losing his father and brothers... and he did a goddamn good job of it, too, with just one mistake that got him killed.

Jon Connington - Had unrequited love for a guy who got his chest caved in, was forced into exile, and is now probably being fooled into thinking that he is helping his love's son when he actually isn't.  Plus, just before he was going home, he suddenly ended up with a promise of a horrible death in the near future.  Dude just can't catch a break.  Seems like a good guy, too.  :(

As I said, every single goddamn character in these books are tragic, but these two really stick out.

I have no pity for all who have been wronged and have the means to right the wrong(s) at their disposal.  I have great pity for all of Robert's bastards that have fallen to Joffrey's knife.  GRRM brilliantly makes it read like the words of the prophet, Jeremiah, concerning the murder of the innocents.

Elia Martell definitely. There are other characters that have my pity -- Connington, Myrcella, Arys Oakheart initially spring to mind, but I feel deeply sorry for Elia's story and how it ends.

I feel especially sorry for Cat, Sansa, Jeyne Poole, Ser Arys, Jorah, Victarion (Strangely enough), Sam, Edmure, Myrcella, Brienne, Cressen, and poor little Shireen.

The two that really resonate with me though are Theon and Quentyn.
