Seconding Arkash. It is a HBO produced poster but is part of their confusingly titled "fan poster" series.

I think they are aimed at fans of the show but targeting a specific portion of your audience without bleeding out into your potential viewers is not that easy with social networking making sharing of images so easy. I think this image has the potential to turn away viewers who might have otherwise been drawn in by the DVD marketing. I agree that it is intended to be circulated amongst existing viewers but putting it on the shows facebook page might widen the exposure a bit too far.

The image is now freely available to be abused by internet trolls which I don't think is the best marketing strategy; at least require the industry of taking a screenshot of them!

And, in the same time this image can turn away some viewers, I got the feeling it really pleases some sort of fans (like me), who really enjoy the daring and humour of HBO.

I'm glad you and others like it. I'm not sure the benefit of entertaining people who already watch the show outweighs the risk of putting off new viewers.
