Fairly straight forward, I will write 3 possible candidates for small council positions and you will say which one you think is the best suited to the role. Keep in mind that some of these characters have only been mentioned and described briefly. That is part of the point, I already know that Littlefinger is a genious with coin, but what about Baelor Hightower? Mentioned as a knight of splendid repute, handsome and heir to one of the richest families in Westeros for a long time. One could assume he has learned well from his father Leyton about hoarding coin. Instinct, what does your instinct say about them? Dont just say that it is impossible to know, thats a boring answer.

Hand - Tywin Lannister, Tyrion Lannister, Stannis Baratheon

Coin - Willas Tyrell, Wyman Manderly, Baelor Hightower

Law - Robb Stark, Edmure Tully, Kevan Lannister

Spys - Varys, Qyburn, Melisandre

Ships - Davos Seaworth, Stannis Baratheon, Asha Greyjoy

Grand Maester - Luwin, Cressen, Marwyn

City Watch commander - Brynden Tully, Addam Marbrand, Jacelyn Bywater

General adviser - Davos Seaworth, Arianne Martell, Mathis Rowan

Kingsguard commander - Barristan Selmy, Jaime Lannister, Balon Swann

*Obviously if you choose Stannis as Hand he cannot also be chosen as Master of Ships. I didnt think I would need to explain this but in the past some question really need to be spelled out for some.

Hand- Tyrion. He won't plot against you like Tywin, and will be more content in his position thatn Stannis.
Coin- Manderly, Very loyal and capable, as long as he doesn't have to ride a horse.
Law- Ser Kevan Lannister. Better politician than Robb or Edmure.
Varys- No contest here.
Ships- Stannis. Davos is a good sailer but not a good commander of a fleet. Stannis destroyed the greyoy fleet as well.
Grand Maester- Luwin. One of my favourtie lesser characters and very wise.
City Watch Commander- Brynden Tully seems wasted here but he'd still be the best for the job.
Adviser- Davos. A good honorable man who would keep me on the right course (no pun intended).
Kingsguard commander- Barristan. No contest here. The greatest knight Westeros has ever known.

King - Jon Targayren-Stark

Queen - Val

Hand - Tyrion Lannister (Davos a very close second)

Coin - Willas Tyrell

Law - Stannis Baratheon (he is the only man who should be in charge of laws)

Spys - Varys (probably would be big mistake keeping him around, but who else would it be)

Ships - Davos Seaworth

Grand Maester - Aemon Targaryen (Samwell if he has passed away)

City Watch commander - Addam Marbrand

Kingsguard commander - Jaime Lannister (The one-handed version)

Having Sam and his father on the same council probably won't end well.

Hand: Tyrion. Pretty competent and intelligent but less proud and self-serving than Tywin.
Coin: Baelor Hightower. I don't trust the Tyrells all that much even if Willas seems one of the best of them and Manderly does seems rather cunning even if he is seemingly loyal to the Starks. I believe Baelor Hightower has picked skills from his father, he is heir of the family that their seat is Oldtown and the citadel and is among the richest on the realm and I believe he has been taught how to manage economics. And having the heir of one of the richest families in this position will also be helpful. And Hightowers seem to not get involved with power grabbing as much as other houses and seem more content with retaining the status quo.
Law: Robb. Kevan is more competent but he is Tywin's right hand and I would trust Robb more. Furthermore, Robb with all his flaws is intelligent and has a moral code and is honorable so he will be good for this job.
Spies: Qyburn is the best for the job from these three since he is not Varys who works against the interests of whoever is king but in favor of his own and not Mellisandre who has her own interests that are related with her prophecies, and god, what if she does not believe me to be her prophesied and turns against me? Qyburn however might be a problem due to his immorality and wanting living humans for his experiments.  Overall all three can be a problem and considering the fact that I won't allow Quburn to kill living persons, but Qyburn will be the easier one to handle and control and less powerful than Varys or Mellisandre.
Ships: Stannis is competent, he has a rather successful history of being a naval commander and is also high born making him more acceptable to others than Davos and I also see Stannis being loyal. There is also the issue of me wanting to pick Davos as adviser. Also Stannis being a part of the small council has its positives as the man is intelligent and has a sense of duty and he will speak his mind about any corruption.
Grand Maester: Luwin is both loyal and good as his job and also wise.
Adviser: Davos, an honorable man who will tell the truth.
City Watch Commander: Brynden Tully who not only will be a good commander but he might even give a right advice or two on issues of war, especially if war comes to Kings Landing and the city watch will play a role, his skills will be well utilized there.
Kingsguard commander: Barristan because he is good swordsman, honorable, fit for this job.

From the options presented I would form my council as follows.

Hand  -  Tyrion, he has all the ability of Tywin while remaining approachable and trustworthy and unlike Stannis he can bend before breaking and has a sense of humor.  I would enjoy his company and respect his advice so I think we would make a great team.

Coin - Wyman Manderly, capable loyal and smart.

Law - Kevan Lannister, stern but fair.

Spys - Varys, nuff said.

Ships - Asha Greyjoy, respected captain from a ocean faring culture and she's one of the very few Ironborn capable of thinking strategically.

Grand Maester - Luwin, wise and kind, a bit close minded about some things but I believe he would always give good counsel.

City Watch Commander - Brynden Tully, I would ideally want him in a much higher position, but I think he would be happier as commander of the gold cloaks.

Advisor - Davos Seaworth, humble and honest and won't be afraid to tell it like it is, and unlike Stannis I won't threaten to burn him alive every time he does :drunk:

Kingsguard Commander - Barristan Selmy and I would instruct him to begin grooming Jaime Lannister to take over when Selmy feels it's time.

Picking for myself as King…bringing a conciliatory & reformist agenda…

Hand - Tywin Lannister, has a great track record and, as this is the highest position he can attain, I don’t have to worry too much about him plotting a change of regime.

Coin - Willas Tyrell, I want to get a Tyrell on the council…and for it not to be Mace. Pretty affluent family and Willas has been brought up to rule. We’ve not seen him, but reports are all favorable.

Law - Kevan Lannister, I love Kev and so want him onboard, plus he can keep up his doube act with Tywin.

Spys - Varys, clearly the class of the field
.

Ships - Davos Seaworth, another favorite character. He’s shown himself a good adviser and this is the area he has greatest knowledge of.

Grand Maester – Luwin…but only if I can’t talk Aemon in to leaving the watch somehow.

City Watch commander - Jacelyn Bywater, good & experienced copper. The others are from Houses which are too prominent and from out of town…Bywater’s from a lesser branch of a local House. People of KL would like that better and he understands them better.

General adviser - Arianne Martell, need a Martell and will have a better chance of working with Doran if I can win over his heir.

Kingsguard commander - Barristan Selmy, the job has always been his…Joffrey’s breaking of the rules should be ignored. And he’s the best man for the job by reputation and action.

I’ve not picked Stannis anywhere not becsause I don’t rate or like him, but because I’m pretty sure I’d have had to kill him to get myself on the throne. And I’d like to create a post for Randyll Tarly as I’d definitely want him on my Council. Something like Ass Kicker in Chief.

Hand; Tywin Lannister. A proven record.
Coin: Manderly.
Law: Kevan Lannister (I'd actually prefer to give this one to Willas Tyrell, but I'd take Kevan over Robb and Edmure).
Whisperers: Qyburn (Varys is a loose cannon, and Melisandre is a loose canon).
Ships: Stannis (Asha is culturally alien, and Davos is used elsewhere).
Grand Maester: Marwyn (can think outside the box. I'd pick Cressen though, if Stannis were King).
Gold Cloaks: Brynden Tully (no hidden agenda).
General advisor: Davos (Arianne is incompetent or at least overly ambitious)
Kingsguard: Barristan Selmy

Varys' seeming love for Targ/Blackfyres doesnt bother you?

What position would the Blackfish be better suited to in your opinion?

Better than Melisandre who burns people and Qyburn who is loyal to Cercei (better a Targarean than a Lannister) and expirements on people.

He was loyal to cersei because she supported his.....experiements. They are repulsive, but if there are gods Gregor Clegane is going to suffer far worse for what he has done

Qyburn will happily serve whomever puts up with him. He's not interested in formenting civil wars, just in his experiments. Varys on the other hand is simply too dangerous to any regime.

God, all the choices for master of whispers are awful: Varys's loyalty is incredibly dubious; Melisandre is a religious fanatic; Qyburn is one of the most despicable characters in the books.  I think I'd have to go with Mel, reluctantly.
