Whispers - Varys (with the caveat that he is the most suited for the part, but he is also too dangerous to hold it)

City Watch Commander - Addam Marbrand (why would I want Brynden Tully in a position he is plainly overqualified for, when I could use him elsewhere?)
Advisor - Davos Seaworth
Lord Commander - Tough one: Barristan inspires people, but present-Jaime has a better understanding of politics, thus harder to manipulate.

If we're broadening options, I'd go for Olenna Tyrell as Master of Whispers.

No way anyone names an ancient woman to a council. Westeros society looks down on women, except Dorne. Anyone else?

Odd that everyone thinks Barristan Selmy makes the best commander of the KG when he has lost two kings under his watch already.

This has really devolved into people just choosing who they want and ignoring the three choices.

The mother of Mace Tyrell is more socially respectable than a eunuch (this is Master of Whisperers we're talking, not Lord Commander of the Kingsguard).

She is more respectable than the eunuch, but thats like saying Jaime is more honorable than Littlefinger, doesnt mean much. I just think all that people would see is a frail old woman, the same way all the people see when they look at Jaime is the kingslayer.

Hand - Tyrion Smart, funny, will work for the good of the realm. And in the final resort, easy to get the people to blame if everything goes wrong.

Coin - Wyman Manderly I don't actually know if he'd be any good, but it's Manderly. If we need money, he can sell pies. XD

Law - Robb Stark, Edmure Tully, Kevan Lannister

Spys - Melisandre Varys' idea of working towards peace is to kill someone who has a chance of achieving it, and Qyburn is just repugnant. Melisandre has been trying to prevent the end of the world, and she can give us reports of the future, which is better than anyone else.

Ships - Asha Greyjoy

Grand Maester - Marwyn Man of action.

City Watch commander - Brynden Tully He's the Blackfish, right? I don't remember ever reading the other two names.

General adviser - Davos Seaworth He's honest, intelligent, awesome, and will put the people first.

Kingsguard commander - Barristan Selmy will be reinstated, after a quick explanation of the whole wildfire thing.

Addam Marbrand is one of Tywin's chief bannermen, often acting as his chief of scouts. Probably the Wests answer to the Blackfish, if young and more "dashing". At the siege of Riverrun he advised on leading a small party of men past the Tully guards and opening the gates from within, though this was denied. Seems like a good man, though IIRC he didnt like acting as temporary Commander of the Gold Cloaks. Jacelyn Bywater was Commander under Tyrion, died when his own men rioted during the battle of the Blackwater. Jacelyn was my choice, he is a hard and capable man. He is experienced aswell. Lost his hand at Pyke, I think..

Hand - Tywin: long track record of success

Coin - Wyman: running that harbor probably involve the movement of a lot of money

Law - Kevan: I don't like any of the candidates for this but, he could handle it.

Spys - Qyburn: he's always came off like a decent guy to me

Ships - Stannis: If you beat the Iron fleet at anytime, this job is yours

Grand Maester - Marwyn: probably the most knowledgable

CW commander - Bynden: easy choice, so much battle experience, loyal

General Adviser - Davos: brings the "little" people perspective

KG commander - Barristen: obvious choice

Honestly I don't give a shit what Barristan woudl think of it.  He's the Lord Commander of my Kingsguard he is sworn to follow my orders.  If I say to start grooming Jaime Lannister as a replacement, he can either do it or I will have him thrown in the black cells.
Also I would make it clear that Jaime will be his successor as Lord Commander, so at least this way Barristan can try and impart some of his experience and so effect what sort of Lord Commander Jaime will become.

Hand - Tyrion Lannister. He got a decent amount of work done as Hand, and managed to tap into the more deplorable or 'seedy' sides of being a Hand, something I believe Stannis and Tywin would be loathe to do. He's also fairly loyal to the people of KL, and wouldn't chuck a Varys and screw everything up for everyone.

Coin - Wyman Manderly. I know nothing about the other two, but this guy seems alright.

Law - Robb Stark.

Spys - Qyburn. I don't trust Mel or Varys to not screw me over, yet Qyburn seems to be loyal enough if you give him a few toys to experiment on.

Ships - Stannis Baratheon. Because Stannis, is why.

Grand Maester - Luwin. Loyal, smart, good at his job, offers decent council. Fits the bill.

City Watch commander - Brynden Tully. He'd get the place sorted, and likely would keep his men in line, as much as you can.

General adviser - Davos Seaworth. He served Stannis well.

Kingsguard commander - Balon Swann. I wouldn't want Jaime on my KG because he is too open to killing people for no reason. He may be changing, but I don't trust him yet. Barristan Selmy is loyal to the Targs now, and I'm not a Targ, so not him. That leaves Balon.
