Not all of them are villians in a sense, but they are probably the most dastardly characters in the books.

Cersei Lannister
Joffrey Lannister
Roose Bolton
Theon Greyjoy
Ramsay Bolton (Snow)
Sandor Clegane
Jaime Lannister
Tywin Lannister
Tyrion Lannister
Petyr "Littlefinger" Baelish

I personally like The hound, Tyrion (who doesn't?), Tywin, Littlefinger, and I've grown to like Theon a little bit. I used to like Roose Bolton, before the Red Wedding. And I've grown from utterly despising Jaime Lannister, to really liking him since Book 3.

When you say "favourite bad guy" do you mean a mean character who I like despite his cruel habits? Or name the character I think most evil?

Well here's either:
Favourite bad guy: Littlefinger
Most evil: Ramsay Bolton

As far as I character I like despite them having done terrible and awful things: Theon Greyjoy, Sandor Clegane, Jaime Lannister, Tyrion Lannister. Theon is probably my favorite of these.

As far as character I think is most evil but I still enjoy his pure villainy: Roose Bolton. He's quite fascinating but a heartless, cold, malicious, and terrible human being nonetheless.

Jaime and Cersei, but in terms of sheer effective antagonism... Roose Bolton.

There was an agelessness to about him, a stillness; on Roose Bolton’s face, rage and joy looked much the same. All he and Ramsay had in common were their eyes. His eyes are ice. Reek wondered if he ever cried. If so, do the tears feel cold upon his cheeks?

Once, a boy called Theon Greyjoy had enjoyed tweaking Bolton as they sat at council with Robb Stark, mocking his soft voice and making japes about leeches. He must have been mad. This is no man to jape with. You had only to look at Bolton to know that he had more cruelty in his pinky toe than all the Freys combined.

"Roose has no feelings, you see. Those leeches that he loves so well sucked all the passions out of him years ago. He does not love, he does not hate, he does not grieve. This is a game to him, mildly diverting. Some men hunt, some hawk, some tumble dice. Roose plays with men. You and me, these Freys, Lord Manderly, his plump new wife, even his bastard, we are but his playthings."

Cersei is by far the best villain. Batshit crazy queens are more entertaining that cold generals and politicians in my book.

Ned Stark. He could have prevented a war, but instead instigated it, causing the death of tens of thousands, as well as destroying the realm.

I think you'll find it was Joffrey who instigated the War of the Five Kings, resulting in thousands of deaths and the fracturing of the realm...

Ned  was trying to do what's right, which HELPED start the war, but he was not te only one. Joffrey then started killing everyone, so people like Robb and Renly joined the war. The Greyjoys? They just wanted to rule because they failed the first time.

So, by doing the right thing, Eddard Stark did NOT start the War of the Five Kings

1. Tyrion: I just love him. He's never boring and always amusing.
2. Sandor: he's just awesome, I kinda share his view of the world.
3. Tywin: genius! imagine he was a Stark, then everyone would have loved him.

Jaime, Sandor, Roose, Ramsay (ok, I know, I know...), Tyrion.

Also: Bronn, Red Viper, Victarion and Darkstar (aka Gerold Dayne. I don't know why I like this guy, but I do)

From the listed Theon and Tywin, overall Viserys. For Theon it's rather sympathy for what happened to him, Tywin - well I like people who do what it takes. As for Viserys I strongly simpathysed with his cause and the scene from the TV series before Daenerys thretened to cut his hands ("you do not talk back to me" - slap) that was just as if I was watching me and my own sister back in the day.Oh and the name Viserys sownds cool to me.

Going to hop on the Roose Bolton train. Unlike Littlefinger, he doesn't seem to be power hungry and at this point he has no obvious weaknesses in that regard. There's nothing scarier than a man with nothing to lose and Roose is just so detatched from any personal feelings related to the game or any sort of moral compass and that can get a man far. Littlefinger is amoral and cunning, but he doesn't have the cold, calculating nature that Roose maintains and in my mind that will make all the difference. We can already see the cracks in Littlefinger's armor showing through Sansa and Roose seem far less likely to fall victim to little things like obsession, lust, or even love. He's a player of the game through and through.

Most sociopathic - Ramsay Snow
Best at being bad - Roose Bolton
Most evil - The Tickler
