ASOIAF is one really big long story. Not seven or eight pretty long stories. In the end, the good guys will triumph. Sorta. Gotta have the bitter with the sweet. Frodo saved Middle Earth, but the Shire was scoured and Frodo himself could not really enjoy it either way.

It's even more analogous than you stated. Frodo doesn't save Middle-Earth--he gives in to temptation and claims the One Ring. Only an unexpected twist of fate leads to Sauron's fall...and even that isn't the final defeat of all evil everywhere. Yet while events happen as they will, and tragedy is always possible, it isn't inevitable. The actions of moral people do have weight, and can swing the balance. (After all, without Frodo's courage the Ring wouldn't have been in the right place to suffer that lucky accident.)

For all that Martin's world is a completely different approach to fantasy than Tolkien's, the philosophical underpinnings are surprisingly similar.
