A friend of mine recently registered here at Westeros.org, and I have him successfully added as a friend on the site, however, I am not able to send him anything via Personal Messenger. He has tried to access the PM, but is told he does not have permission for it.
Is there a time delay on joining the site and being able to use the PM, or is there some other reason why the PM doesn't work for him?

He needs to post. PMs aren't turned on until you post count has been incremented once or twice (or maybe three times, I can never remember). Posting in help does not count, though, nor forum games. Those don't increment post count.
