I don't know who the artist is, but I know the origin. It's a frame capture from one of the extras on the season 1 Blu-ray set.

like 'nachoknight' said this is a screencap from the extras vids on season 1 Blu-ray (this stated on the image page), but I can't say for sure who is the artist, since HBO didnt released such info, all I know that Will Simpson is one of the concept artist who worked on it.
