One could easily fill Quentyn's plot with action and intrigue, a real attention-getter. Make the character actually tragic and we will learn more about Dorne than we could simply have told to us.
If you're talking about what I think you're talking about, the betrayal is when the Westerosi are supposed to fake-betray the Windblown and then the Dornish betray the Windblown for real by telling Barristan that the rest of the Windblown are double agents.
