After The Wire, I'm pretty sure he could pick and choose whatever he wants to do and might command an above average fee for such a small character. But Plumm has a lot of interaction with key people, namely Dany and Tyrion. They need a guy with gravitas who can pull off this mysterious character with such a ruthless view of the world.
Pretty certain there is nobody more perfect out there who can do a better job with the character. In my minds eye, Peters is Plumm for me

Reg E. Cathey. Underrated as an actor in both The Wire and The Corner. The right age, can do warm, friendly and also speak like a guy who has been there and seen it all; perfect for Plumm. Only difference here being that I do not believe he is based in the UK like Peters is so isn't quite as feasible. Yet he still does cameo appearances on television... I think he'd nail it.
