How is the book going to be formatted?

Like an encyclopedia?

If not, how?

Also - will we be getting specific things such as population numbers, how many soldiers each house can raise, etc?
(not just major houses, minor ones too)

I do not think that there are going to be such specific information on population etc, but as I do think that historic wars like the War of the Ursurper (yes, I am a Targ loyalist) are going to be included, there is a chance to get information on the strength of armies related to major battles.

Not an encyclopedia in the sense of there being sections called 'A', 'B', 'C' etc. My understanding is that it will be divided by category, so a detailed History of Westeros would be one chapter, a geographic guide to the world would be another chapter, a guide to the characters of the series would be a third and so on.

I agree. I think it would be divided by section (what I'd like to see, in no particular order)...
   History of Westeros
Children of the Forest (vs. the Others)
Difference (in detail) between Others and Wights (if they're different)
Battle between the CotF and the First Men
Building of the Wall and its castles
Battle between the First Men and the Andals
Complete family trees for each of the major highborn families and their bannermen
History of Essos (if they'd consider it)
History of the nine Free Cities
History of Valyria before the Doom
   Something about the Faceless Men
   Details of each religion
Old Gods of the North (weirwoods)
          the Seven of the South
The Drowned God of the Iron Islands (and the Storm God)
          The Red God R'llor
Any other known faiths in Westeros and Essos
GRRM's sources of inspiration for details in the series

What else would y'all like to see?

Is there any chance we could get diagrams of the castles? Trying to draw one from  GRRM's descriptions is beyond me.
