Though Penny also has a dog, which again might be difficult to train for the show (which you can't show as a whole in the show anyways), so yes, I think they can cut the show with pretty pig and whatever the dog is called again. Or rather, replace it with another "circus" show that Peter Dinklage can sell and works on screen

The dog is called crunch I believe
Penny has to stay in the story as she's a catalyst for Tyrion to break out of his drunken depression. If they split (and reorganize) AFFC and ADWD into 2 series then she only really needs to enter the story in the second of these series once Jorah captures Tyrion. I doubt she's going to do much in the TWOW, but maybe I'll be surprised.

The Tywin/Shae/Tyrion will definitely be episode 9 of season 4. The show continues to hint that she sleeps her way to the top, this is the logical progression.
Talisa will be married off as the queen of winterfell. From what we know now, that plot point is to get back Theon and motivate Jon. I'm sure there are ways to do that.
I think they are going to struggle with Dany.

Dany is going to be difficult but not nearly as bad as most people think. As much as people prefer the action and the big events, Dany has a lot of character growth to go through and that can be interesting.

Not to mention that Tyrion is now going to be married to the one girl that Shae has been able to get close to, that's another kick to the gut for her. There's your reason for her later betrayal.
All of these developments will be given more priority than they were in the books and is probably one of the reasons why the actual Tyrion/Sansa wedding will not happen until the 8th episode.

I'm now more and more convinced that Sansa will be our focal character for Kings Landing (and thus the whole series) in season 3. She's involved with Tyrion and Shae, will have part of the Joffrey-Margaery-Lady Olenna-Cersei thing, will have scenes with Loras (understanding that he's gay but that she's okay with that as long as she's in Highgarden, just as in the books with Willas and him being a cripple) and she might even have a scene with Tywin as well. She's also tied to Ros and thus the Varys/Littlefinger/(Pycelle) plot. She's basically the one character interacting with every other character in Kings Landing.
