Back on topic, here's a personal suggestion: I'm not sure anyone has put forth his name yet but I'm watching Black Swan right now and I have to say Vincent Cassel isn't such a bad choice. Seeing as I've never heard of him before tonight, I can't imagine he'd cost too much to cast for a small role such as this. Physically, Cassel's not quite how I imagined Oberyn but he can definitely pull off his domineering personality quite well.

Although he's not the ideal ethnicity, I wouldn't suggest him if I didn't think his appearance could pass for the part.

Vincent Cassel is one of France's biggest movie stars. I think he could make a terrific Oberyn, but I'd rather have Javier Bardem (who is an even bigger star, so even less likely)
As for Joaquin Phoenix, he was nominated for best actor in 2012 for The Master, a pretty amazing movie that has about as much closure as ASOIAF at this point. I think after watching that, the only character you'd see Phoenix as is Reek. Though I think he would have made a marvelous Ramsay, too.
