I'am trying to copy and paste a picture from paint onto the screen but it doesn't seem to come up. I'am not sure if uploading to my media would work and I don't know how to do that.
So how do I place a picture onto a topic?

We do not allow direct embedding of imagines into posts on this site. Just drop a link to the image (upload it to photobucket or yfrog or whatever).
