He's declared himself Lord of the Waters. He's got proper warships and a whole fleet. Who ever he joins they'll have control over the entire east coast of Westeros. Or maybe he'll try and conquer all the Stepstones.

In the Arianne chapter released on GRRM's website, it is revealed that Aurane Waters has set himself up as a pirate king in Torturer's Deep with the royal fleet, calling himself the Lord of the Waters, a play on both his bastard name and the title of his father's house, Lord of the Tides.

Patchface prophecized that Stannis' army would 'ride seahorses' (a seahorse being the banner of Aurane's father), this could suggest an alliance of some sort between Aurane (who fought for Stannis at Blackwater- I think) and Stannis, other than this, it just seems like this fleet doesn't have much purpose at the moment.

Tell that to the Ironborn

Euron's reeving isn't any more useful than Aurane The Pirate. But luckily the Iron Fleet is sailing to Dany's side in the hope that they may be of any use to anyone. And once Asha/Theon reclaim the throne from Euron it's likely the Ironborn as a whole may become important again. Petty claims of conquest were okay in the Five King era but such vanity will soon be brutally smashed against the power of dragons and others.

He was a great character, it would suck if he was nothing more than a Pirate

I don't think he would have been introduce if he doesn't have any real purpose, hopefully we'll see more of him in TWoW.

He stole all of Cersei's ships. That's a pretty big game changer. This isn't purpose enough? Can't anybody just strive to get rich and fat off of the spoils of some honest pirating? Must everybody have schemes within schemes?

The ships he stole are big, and rely on many oarsmen. I believe it's mentioned in the Arianna POV that these ships are bad for pirating (too slow and unflexible), so maybe he uses them to transport an army? Seeing how he was in command of the fleet building, he could have easily changed or make building plans for better pirating ships if this was his plan all along.
