If Jon was approached as is laid out in the GNC, then, yeah I would see him as KITN as a Stark since it was what Robb wanted, and ONLY because it was what Robb wanted. That is a very good question! I always thought that he didn't include Bran and Rickon because he thought that they are dead, but what you said makes so much more sense.
