Fits the description.

Cold grey eyes tall skinny pale.....

Often "leeched"

(Jamie once remarked that "he would like being leeched")

Has been noticed not eating at feast.

(I believe by Robb)

Seemingly evil and without empathy

(Didn't care if his son was legitimized or executed)

Fathered his son through rape

Called it "lords right" but his victim/thrall came to him later asking for help for the baby and he provided the first "reek"

The flayed man as his sigil

Chose the fatest Frey to have as his wife.

Would be a fitting enemy for Starks.

(Starks being wargs aka werewolves and Bolten being vampires... Kind of natural enemies)

Roose and Ramsay arguably represent the two sides of Stoker's Dracula. Roose is the coldly courteous aristocrat with a gothic castle and a cowed population. Ramsay is the animal-like beast that lurks within.

Starks are actually fire and Bolton ice because vampires don't do well around fire.
