I would elimininate all these archaic political structures and try to build a constitutional monarchy or democracy, thus partly removing myself from the office in the process. I would try to explain how for example electricity works or why an era of reason, peace, technology and sustainability might be a good idea for the future. Queen: Sansa in a few years or if I'm forced to marry immediately Arianne Hand of the King: Tywin or someone like him I have no immediate candidates for the other positions on the Small Council so I'd probably appoint whoever the queen and Hand suggest. All in all I'd be more of a commander in chief rather than an actual king as I'm not interested in non-military matters. If my queen is interested in actual ruling however I will by all means allow her to do so. My only edict as king would be to reform the useless Kingsguard by removing their celibacy vows, increasing their number to at least five hundred men and turning them into an elite military unit, though a chosen few will still perform bodyguard duties for the entire royal family. Unfortunately I would avoid Jon Arryn due to wanting to make it harder for Littlefinger to rise up. Which he did in a council that included both Jon Arryn and Stannis. In a way kept as a way to include all major houses to reduce the feelings of being overlooked.Commander of the Gold Cloaks would answer to the Master of Laws and appointed by the council. The Wardens would have actual power in their areas. Closer to state government. Each Warden would have a representative in KL. The Night's Watch would have easier restrictions for some brothers (Voluntary) and keep some ways for others (Prisoners/pardons). For a queen....
