King Tyrion I
After the ships got blown up from the wild fire. Stannis said "the dwarf has played his tricks" how did he know Tyrion planned the wild fire? Varys' birds I reckon. Or somebody else with the means of getting in touch with him (Stannis). Welcome to the boards!
The Drunkard
Tyrion was the acting Hand of the king and in charge of the capital's defenses. Stands to reason that he planned it.

Scythia
Mel saw it in the flames and told him after the battle, or something.Tyrion was the acting Hand, so it's not unreasonable to conclude that it was his idea, but most credited Joffrey for the victory instead of Tyrion. Maybe he knew Joffrey could never come up with an idea like that. Or maybe he just felt like blaming Tyrion because he's a dwarf; everyone else in Westeros does that anyway.
