Joffrey has to stay because he is king, but if Tommen is brought to Rosby, he can quickly escape across the Narrow Sea and then live to restore the Lannister monarchy someday. Tyrion thinks this is a good idea too, but he would rather have Tommen under his control than Cersei's, just in case she goes back on her word and kills Shae after the battle.
