In the context of fights he's had with those characters, usually when they were part of HYDRA, Magneto has made it 150% clear that he considers them to be the people who killed his family and exterminated millions of his fellow Jews. So even the weak 'HYDRA aren't technically real Nazis' defence does not stand up for a second. Yeah, Baron von Strucker is a literal Nazi, as is Arnim Zola.
