Sure, he didn't set out that day desiring to fling an eight-year-old from a window, but when it came down to revealing his secret or murdering Bran, he didn't bat an eye. I have not found him regretting that deed at all. In all of ASOS and AFFC all we see him do is rue that he's still being confronted with killing Aerys. I.e., he can't stomach that his personal honor is still being called in question. That's selfish. Oh, and he regrets not having killed Robert himself... That also says something about his character. To those that ask what he should have done when caught unawares by Bran: he could have taken responsibility for this particular crime. [Note, though, that he doesn't: "if the Targaryens did it, why can't we?" he considers himself and his family above the law, and above all others. insert all his prating of lions and lesser beasts] Cersei as well, though that is a different matter. No-one else would have necessarily been at stake. If caught red-handed, even Lord Tywin could not complain. Well, he could, but he would have faced a lot of opposition, because I think most lords would have welcomed seeing him taken down a peg.
