She has the idea that there Is no way for her to make her army cross the Narrow Sea, but she talks about Invading Westeros. What about the mess that's been made In Slaver's Bay? Tyrion Isn't going to be In charge forever! Even If Theon and Yara make an alliance with her and gift her their fleet, It still won't be enough.
