The idea of an unknown bastard such as him being elevated all the way to Lord of a Great House doesn't seem right. And since its to the point where his current location is unknown even to us, then Varys might just assume he's dead. From the wiki of founder of House Baratheon, Orys Baratheon, http://awoiaf.westeros.org/index.php/Orys_Baratheon 'Orys was the rumored bastard half-brother of Aegon I Targaryen by their father Aerion. Khal BlackfyreO's point was likely that the Baratheon line was from the beginning founded by a bastard of the Targs. So it is somewhat ironic that a bastard appears to be the last heir to the House remaining at this point, and possibly historically fitting that a bastard inherits. Yep Rhoynestar, that's the point, and while Lord Lyman has his point as well, although the circumstances are quite different, the facts of the matter line up quite nicely.
