Did Valyria have a King and Queen?

Yeah, as far as we can surmise from the World Book, it seems to be some sort of ancient Roman Republic-type set-up, with elected officials (selected from rich, landowning families) running the show. There was a dragonlord called Aurion who declared himself 'Emperor of Valyria' following the Doom, but he and his army were lost in the smoking ruins of Valyria when they marched in to conquer it.

Valyria was ruled by its dragonlords, led by two score rival houses that contested for power. House Targaryen, however, was not considered a powerful house. At times the lords freeholder elected archons for temporary leadership.

Nope, but we do know that at times the Freehold was dominated by just one dragonlord family. Presumably there were 'unofficial kings' in such times, and perhaps there were even very powerful king-like people behind the scenes. The heads of the most powerful dragonlord families must have been very powerful indeed, perhaps comparable to the most powerful magnates in the late Roman Republic.

And there might very well have been an informal pact like the First Triumvirate between Pompey, Crassus, and Caesar involving some of the most powerful dragonlords, short-circuiting the political system occasionally.

But it is really difficult to say.

And we should also not forget the sorcerers (and those sorcerer-princes who were practicing polygamy) controlling the fires of Fourteen Flames. Dragons are one thing but perhaps the sorcerers were the ones truly calling the shots. Controlling a volcano gives you a lot of power. One of those guys could have held the entire city hostages if his spells were controlling the amount of lava that was flowing through the city...
