Did Richard Horpe fight in Robert's Rebellion?

Not clear if he was a squire or already a knight, but yes he was in RR. Horpe was passed for Kingsguard by Cersei's influence, for being to loyal to Robert. Justin Massey was Robert's squire. It's possible that both went with Stannis when he went to establish his own cadet house on Dragonstone.

Well, Massey sure, but House Horpe is a Stormlands house, so they wouldn't have sided with Stannis at first.

So is Davos, and he still started the war on Stannis' side. And we don't actually hear anything about house Massey. It's just as likely that house Massey stayed loyal to the crown while Justin was at Dragonstone. We just don't hear about them at any point in time.

Davos is the exception. In ACOK, it's noted by Stannis and Davos that the stormlords either support Renly or stay neutral.

It's still not clear at what point Horpe and Massey joined Stannis. They are not in his war council on Dragonstone, nor are they among the bennermen outside of Storm's End after Renly died, and post Blackwater they are not mentioned on Dragonstone at all when Stannis lists his trusted men. But Massey was close to Stannis on the Blackwater to have advised retreat, and Horpe seems to be the closest thing to a second in command in Stannis' host. Stannis goes as far as to task Massey with placing his daughter on the Iron Throne should he hear that Stannis died. That's kind of a big show of trust, and it feels like the two were thought of by GRRM only well into the last two books.

I don't think it takes too much overthinking to say that it is possible that both were already with Stannis' household, regardless of thier houses' position during the WOT5K. We have a Royce pledging himself to Renly, a Tarth pledging herself to Catelyn, a Tully returned from service with the Arryns... Andrew Estermont sided with Stannis from the start, probably stayed with him since he was Stannis' squire, but his house still went with Renly.

The simplest option would be that Horpe and Massey have joined Stannis after Renly's death, but that is not the only option.
