1. House Greyjoy (Euron)

2. House Tyrell

3. House Lannister

4. House Blackfyre/Targaryen (Aegon)

5. House Martell

6. House Arryn

7. House Bolton

8. House Hightower

9. House Redwyne

10. House Frey

Assuming we split out some, but clearly not all, vassal Houses from their overlords:

1. Tyrell

2. Arryn

3. Lannister

4. Martell

5. Greyjoy

6. Hightower

7. Bolton (including their core group of temporary vassals, but excluding their obvious northern opponents like the Manderlys, Mormonts, Reeds, Mountain Clans, Glovers etc.)

8. Redwynne

9. Manderly

10.Not sure after that

That doesn't make sence. Dany is in Essos with barbarians and savages that doesn't make her a House. Sweet Robin on the other hand is the Head of a House in Westeros with supporters and bannermen. There is no similarity.

1, Lannister - on the outside they rule most of the Westeros

2, Tyrell - They have food, armies and gold

3, Targaryen - they have three dragons but only one known member who is temporarily exiled from her centre of power

4, Blackfyre - if fAegon and Varys are truly team Backfyre

5, Baelish - Littlefinger in one way or another control two regions and have control over the supposed heir of the North

6, Hightower -  if they have any control over Citadel

7, Greyjoy - They are heading to alliance with Dany and Euron himself is likely one of the most dangerous men of ASOIAF world

8, Martell - They control the whole region and have ties to forthcoming Targ restoration

9, Arryn - Sweetrobin is s child who everyone expect to die, power of this house is only on the paper for a moment

10, Stark - as a wildcard Westeros is not aware of. Between Sansa, Arya and Bran with their blood right to places like North and Riverlands, their connections (BwB, Riverlands, Children of Forest) magical powers and inside knowledge from the readers' perspective they count even now as one of the most powerful houses

I don't think Freys or Boltons should belong to this list as they have neither control over even one whole region and have no power over other parts of the kingdom. Redwynes and Manderlys with their fleets/ scheme to get hold of Rickon would be closer calls.

There are several houses untouched by war, but that doesn't make them powerful, even if they are important or notable in their region. Redwynes are yet to be tested by Eurons fleet. If Euron smashes Paxter there goes the Redwyne power. If he takes Antigua, the Hightowers drop down drastically in power. 

I think the Tyrells and the Lannisters are the most powerful families in Westeros as of right now. The Greyjoys are bent on gaining power but they aren't powerful per se. Other strong houses in their regions would be the Boltons and the Freys. I think George is deliberately leaving out houses untouched by the war to put them on the frying pan in the next book, so the likes of Tarlys, Yronwoods, Royces, Manderlys are yet to be seen to be put in a ranking at the moment.

Sticking with current and former Royal Houses and Great Houses because of the potential that controlling a kingdom gives them.
 

1. Tyrells. Good publicity, biggest army, strong diplomacy, and the main muscle behind the current throne of Tommen. They're also focused and united behind a single front. Only hampered by the fact that their allies are succumbing to internal warfare.

 
2-3. Lannisters and Baelish. Both sides have a considerable amount of paper power, with the Lannisters appearing *much* stronger, but the Lannisters are plagued by internecine warfare and conflict of leadership, while Baelish is still counted an ally of both Lannister and Tyrell, ruling the Vale as Regent while subduing his opposition with intelligence and false flag operators, and still claims nominal Riverlands rule with the backing of his friends. Both could usurp the Tyrells, but need the cards to fall right.
 
4. Targaryen. I'm counting this exiled House because I want to, and because they are poised to make a return. Also, like the rest of the Great Houses, they can use the feudal system to exponentially increase their power in Westeros. They have three dragons, an army of Unsullied, control over a Great City, the power of the Golden Company, and the likely support of at least one other Great House. But they're in exile and uncoordinated, as well as possibly beset by frauds and insurgencies, with their most powerful and accepted member currently dealing with the Dothraki. Still, I'd classify them as the tied-up giant; if they get free of the Mereenese Knot, $#!+ will quickly get real.
 
5-6. Martell and Greyjoy. The Greyjoys base of power is still untouched, and they have a mighty fleet, but they're still tiny and currently overstretched across the North, parts of the Reach, and the rest of the Sea, with no allies, and a questionable plan that depends on magic that they may have working perfectly. The Martells, on the other hand, are waiting to play kingmaker for whichever side can get the what they want; they're Undamaged, but still undersized and dependent on outside help.
 
7. Boltons. Lethally effective current lord, and plenty of allies, but also plenty of enemies. Currently dealing with Iron Born and Baratheon invaders as well as possible treachery.
 
8. Freys. Have a lot of men and connections. Have a lot of hate. Going down, but it's going to take some time.
 
9. Baratheons. Dependent on winning a three way war of the North to stay in the fight, but still active.
 
10. Starks. I'm relying strictly on narrative power and on the possible power Sansa may have as Alayne right now with Baelish's backing, as well as the loyalty we know some Northern Houses still feel towards the kids who are still alive.
