Is it possible the Lannisters are almost broke?

We don't know the status of their wealth in the books.  Maybe Uncle Kevan hasn't seen the accounting books.  Tywin is in charge of the family business and Kevan doesn't have time to check the balance sheet since he's been fighting the Starks all this time.  He might be in for a shock when the clerk shows him the Lannnister Inc., Balance Sheet.  Mines dry up eventually or the effort it would take to squeeze more gold out of it becomes too dangerous.  HINT:  Look what happened to the Valyrian when they kept digging deeper.

Mines dry up eventually, but we have no reason to believe the gold in the West - and especially the gold in Casterly Rock and the Golden Tooth - has dried up. And even if it had that doesn't equal poverty. The mines of the Reynes eventually dried up but the remained as wealthy as ever, transforming Castamere into a palace.

Kevan must still be filthy rich if he can just think about casually paying the whole kingdom's debt off after a year-long war and years of lending gold to the crown. And it is very unlikely that he hasn't seen the books given the fact that he was Tywin's right-hand man for years.

Well, Kevan is talking about the gold of Casterly Rock here, which he would have had access to as Cersei's gaoler and Tommen's regent.

However, we also know that Kevan himself is very wealthy, too. He brags about how many knights he feeds, and informs us that his father bequeathed certain incomes on him (possibly a portion of the amount of gold that's mined at the Rock each year and/or shares in one of the more profitable businesses in Lannisport) in his will, and he also points out that Tywin knew how to reward good service. We know that's true because Tywin actually can be magnanimous.

Nothing of that makes sense if the Lannisters were broke. The Lannister way of life can only be maintained if they access to a never-ending stream of gold. If that had dried up they would live a much more modest life. They might still use ancient heirlooms and the like but not run around with fancy armor like Jaime's gilded sword and armor, nor Tywin's own ridiculously decorated armor (lionesses made of massive gold).
