WHY on god's earth would you need a scan of your diploma to apply for a job? It's not like recruiters spend more than 20 seconds looking at your CV. We trust you, if you say you have a degree in this and this, we don't believe you. and if by any chance recruiters in Austria would require you to attach your diploma, you can just ask your mother/father/brother to email you a photo of the certificate they can take with their mobile mobile and ta-daaa in about 30 seconds you have your diploma with you.
